Council Tax for Filipino Nurses and Care Workers in the UK

If you've moved to the UK from the Philippines to work as a nurse or care worker, you'll have already gone through NMC registration, OET or IELTS, and a long list of paperwork. Council tax is another thing to add to that list, and unlike full-time students, you are liable for it from the day you move in. This guide explains how the system works so you can plan for it with confidence.

What Council Tax Is and Why You're Liable

Council tax is a local tax charged to the adults living in a residential property. It funds services in your area: bin collections, street lighting, local roads, the fire service, and policing. Every household gets a bill, and residents are usually the ones responsible for paying it.

As a nurse or care worker on a Health and Care Worker visa, you are working in the UK, not studying, so the student exemption that applies to some other newcomers does not apply to you. You are liable for council tax from the date you move into your accommodation, even during your induction period or probation.

The national average bill for 2026/27 is £2,392 per year for a Band D property, or roughly £199.29 per month. Your actual bill depends on where in the UK you're based and your property's band.

Understanding Council Tax Bands

Every property in England is assigned a band from A (lowest) to H (highest), based on its estimated value in April 1991. Band D is the reference rate: Band A properties pay roughly two-thirds of it, Band H properties pay double.

Bands and rates vary significantly by local council, so two similar flats in different cities can have very different bills. If your employer or recruitment agency has offered you a choice of locations, checking the council tax band in each area can help you budget more accurately.

Check the council tax band of a property before signing a tenancy agreement, especially if you're being placed in shared accommodation arranged through a recruitment agency. Council Tax Checker lets you search by postcode in seconds.

Registering and Paying Your Bill

Register with your local council as soon as you move in, ideally within the first few weeks. Find your local authority at gov.uk using your postcode, then complete the "moving in" registration, usually available online.

Bills are typically spread across 10 or 12 monthly instalments, paid by direct debit, and some councils offer a small discount for paying this way. Don't assume your employer, hospital trust, or recruitment agency will handle this for you unless they've explicitly told you so in writing.

If your trust provides staff accommodation, check with your accommodation or HR office whether council tax is already covered. Some NHS and care sector staff housing is exempt or bundled into the accommodation cost, but this varies and should never be assumed.

The 25% Single Person Discount

If you're the only adult living in a property, you're entitled to a 25% single person discount, bringing the annual bill down from around £2,392 to roughly £1,794 at the national Band D average.

Claim it by contacting your council directly: most have a simple online form. If a housemate or family member later moves in with you, notify the council promptly, since claiming a discount you're no longer entitled to can lead to a backdated bill.

Many Filipino nurses are recruited and housed in cohorts through agencies, sharing accommodation with other working colleagues. In that case, each adult is jointly liable for the full bill: there's no discount simply for having several working adults sharing a property.

If You're Struggling Financially in Your First Months

Many nurses and care workers face a gap between arrival costs (flights, visa fees, deposits) and their first full UK salary. If you're struggling to pay your council tax bill, contact your council as early as possible. You may qualify for Council Tax Reduction (also called Council Tax Support), a means-tested scheme that can lower or remove your bill.

Councils can also arrange payment plans if you've fallen behind. Acting early is always better than ignoring a bill: unpaid council tax escalates quickly through reminder notices and can eventually involve court action.

Frequently asked questions

Am I exempt from council tax as a nurse on a Health and Care Worker visa?
No. The student exemption only applies to people enrolled full-time on a qualifying course. As a working nurse or care worker, you are liable for council tax from the day you move into a property, regardless of your probation or induction status.
My employer arranged my accommodation. Do I still need to register for council tax?
It depends on the arrangement. Some employer- or trust-provided accommodation is exempt or has council tax bundled into the cost, but this isn't automatic. Confirm directly with your accommodation provider or HR team rather than assuming either way.
I'm sharing a house with other Filipino nurses from the same agency. How does the bill work?
All working adults in the property are jointly liable for the full council tax bill. You'll typically split it between you, but each of you can legally be pursued for the whole amount if it isn't paid, so it's worth agreeing a clear process for collecting everyone's share.
Can I get help if I can't afford council tax when I first arrive?
Yes. Contact your local council and ask about Council Tax Reduction, a means-tested scheme that can lower or remove your bill based on income. You can also ask about a payment plan if you've missed instalments. Councils expect you to reach out rather than fall silent.
How do I check which council tax band applies to a property before I move?
Use Council Tax Checker and enter the postcode: you'll see the band and the annual rate for that local authority. This is worth doing before you commit to a tenancy or accept agency-arranged housing, so you know what to budget for.
